Eligible households (in addition to standard eligibility requirements)
If your home was not listed with the Victorian Department of Human Services as destroyed or uninhabitable, but you have purchased land in this area and are building, you are not eligible for the rebate.

- Statutory declaration 2 (Word - 56 KB)
About the documents
If you are installing an eligible solar water heater or heat pump (SWH) system with a capacity greater than 700 litres you are required by the RET legislation to submit two statutory declarations to ORER prior to creating RECs. The above documents are suggested templates for the statutory declarations to ensure compliance with the requirements of the Statutory Declarations Act 1959. A blank statutory declaration form is available on the Attorney-General's Department website.
Your statutory declarations must be witnessed by a person prescribed by the Statutory Declarations Act 1959 and Regulations. A list of these persons is set out in the suggested templates. A person who intentionally makes a false statement in a statutory declaration is guilty of an offence, the punishment for which is imprisonment for a term of 4 years — see section 11 of the Statutory Declarations Act 1959.
After the statutory declarations have been signed you can:
- Scan the documents and submit via email to statdec@orer.gov.au.
All emails must have the owner’s surname and the street number and name in the subject line. (ie. Douglas – 26 Smith St)
OR - Submit a photocopy of the statutory declaration and your contact details to:

The preferred option to submit the statutory declarations is via email to statdec@orer.gov.au.
You must keep the original statutory declarations for a period of 5 years as they may be required at anytime by ORER for the purposes of auditing.
